Revealed: Text of Russia’s Draft Syrian Constitution

Last week, the draft constitution was presented to the Syrian opposition during the settlement talks in Astana, the capital of Kazakhstan.

The preliminary version of the suggested constitution promotes the Kurdish Cultural Autonomy. It would also set limits on presidential terms, and would decentralize Syrian state authority.

Syrian Ambassador to Russia Riad Haddad said yesterday that Damascus would study the draft, saying the government would be soon ready for consultations with the opposition.

Damascus thinks the recent settlement talks in Kazakhstan’s Astana were successful, Haddad said.

UN Secretary General’s Special Envoy for Syria Staffan de Mistura reportedly expresses a wish to hold Syria talks in Geneva at the end of February, as opposed to February 8th, when the US is expected to show its position on the talks.
